 * nScale - scale number
 * nLen - length to format the weight

== Return Value ==

 * Returns true if the formatted net weight of the specified scale is changed, or false if the formatted weight is the same as the last time IsNetWtChanged was called.

== Remarks ==

The value returned is from an internal memory buffer from the last MnBdRead? that received a weight for the specified scale. An application program should be structured properly for this data to be updated when needed.
