Setup was not allowing enough time for the initialization. !Add/Edit Operator now has "Web Page" yes/no to specify if operator may login to web page. This allows operators other than ADMIN to login to the web page. For operators with web access "File Mgr" will determine whether the file manager web page may be accessed, and "Config" will determine whether administration web page may be accessed.
